Homeowner’s Guide to the HDB Home Improvement Programme (HIP)
The Home Improvement Programme (HIP) in Singapore, initiated by the Housing and Development Board (HDB), is a significant housing initiative aimed at ensuring the longevity and livability of HDB flats. This comprehensive program, launched in 2007, is designed to address common maintenance issues in aging flats, thus enhancing the quality of the living environment for residents.
This thoughtful programme originally catered to flats built up until 1986 that had not been part of the Main Upgrading Programme. Recognizing the need to encompass more residences, the programme expanded in August 2018 to include flats constructed between 1987 and 1997 as those homes approach 30 years of age.
The structure of the HIP consists of three main components: Essential Improvements, Optional Improvements, and Enhancement for Active Seniors (EASE) Improvements.
Essential Improvements
Essential Improvements include critical repairs that ensure structural stability and safety, such as the rectification of spalling concrete and the replacement of pipe sockets prone to leakage. These repairs are vital in maintaining the overall structural integrity of the flats.
The list of Essential Improvements include:
- Repair of spalling concrete and structural cracks
- Replacement of waste/ soil pipes
- Replacement of pipe sockets with new clothes drying rack
- Upgrading of electrical load
Optional Improvements
Optional Improvements encompass aesthetic upgrades like the replacement of entrance doors, toilets, and refuse chute hoppers. These are aimed at improving the appearance of the flats and enhancing the living experience for residents. However, these improvements are optional. Residents can choose any number of the available improvements, and only pay for the works carried out in their homes.
The list of Optional Improvements include:
The list of Optional Improvements include:
- Toilet/ bathroom upgrading (wall/ floor tiles and sanitary fittings)
- New fire-rated main door or non-fire-rated main door
- New metal grille gate
- New refuse chute hopper, where applicable
EASE
The EASE program, introduced in 2012, is another component of the HIP. It is designed to make flats more elderly-friendly and enhance the mobility of seniors living in these flats. This includes installing grab bars, slip-resistant treatment to bathroom floors, and ramps where necessary. The EASE program is a testament to Singapore’s commitment to promoting an inclusive living environment.
The list of EASE improvements include:
- Slip-resistant treatment for bathroom tiles
- Grab bars
- Single-step ramp for a single-step entrance; or portable/ customised ramp for a multi-step entrance
- Wheelchair lifter
Selection Process
The HIP is offered when a block of flats reaches about 30 years of age, with the selection of blocks based on factors such as their age and the residents’ feedback. To ensure affordability, the Singaporean government heavily subsidizes the cost of the HIP, with additional subsidies available for lower-income households.
The programme will take place in batches, and shortlisted precincts first undergo a polling process to allow registered homeowners to cast their vote for or against the programme. If the Deputy Chief Polling Officer verifies that the majority of a precinct’s residents vote in favour of the programme, the Essential Improvements component becomes compulsory for every unit.
Homeowners can decide whether or not they want to take up the Optional and EASE improvements to further enhance their living spaces as these components are not mandatory.
Cost and subsidy
The Singaporean government generously subsidises the costs associated with these improvements to make it feasible for more households to participate and benefit from the programme.
Essential Improvements are fully funded and paid for by our government, and Optional Improvements and EASE improvements are heavily subsidised up to 95%. And to make things better, these improvements can be paid for with both cash and CPF savings.
Take a look at the two tables below to understand how much you might have to pay if you decide to take all Optional and EASE improvement items.
