What is the SAFETY Mark?

The SAFETY Mark in Singapore is a mandatory certification mark administered by Enterprise Singapore, a statutory board under the Ministry of Trade and Industry.

The Consumer Protection (Safety Requirements) Regulations (CPSR) in Singapore mandates that 33 categories of household electrical, electronic, and gas appliances and accessories, referred to as Controlled Goods, must undergo specified safety testing and bear the SAFETY Mark before they can be sold.

What it means when you see a SAFETY Mark

The mark signifies that the electrical, electronic, and gas products meet the minimum safety standards set by the Singaporean government. These safety tests are designed to guard against hazards such as fire, electric shock, and explosions that could potentially lead to injury, death, or property damage.

Look out for SAFETY Mark

It is strongly recommended that consumers only purchase Controlled Goods that display the SAFETY Mark, as this indicates that the item has met the necessary safety standards. This regulation helps consumers play their part in ensuring the safety of their households when purchasing appliances.

While the SAFETY Mark is mandatory for many goods, and all Controlled Goods should carry a SAFETY Mark in an ideal world, non-conforming goods can still be found for purchase, often on online marketplaces. The same is true for Mandatory Water Efficiency Labelling Scheme (MWELS) products. This is often the reason for Controlled Goods being sold at much lower prices online.

Where you can find the SAFETY Mark

The SAFETY Mark is a distinctive label designed to assist both consumers and suppliers in recognizing registered Controlled Goods. It is mandatory for these goods to display the SAFETY Mark, either directly on the product or prominently on its packaging. For appliances equipped with a 3-pin plug, two SAFETY Marks are required: one on the appliance itself and another on the plug.

Design of the SAFETY Mark

The design of the mark includes a specific "safety logo" and the words "SAFETY MARK" enclosed in a rectangle on the right side. Each SAFETY Mark is associated with a unique 8-digit registration number, which allows for the tracing of the goods back to the registrant and the specific registered models.

Not all goods are Controlled Goods

Consumer goods that are not regulated under specific product safety regulations, such as toys, children's products, apparel, sports and recreation products, furniture, mattresses and bedding, and DIY tools, fall under the Consumer Protection (Consumer Goods Safety Requirements) Regulations (CGSR).

These products do not require a safety mark or pre-market approval by the authority. However, they must meet international safety standards set by organizations such as the International Organization for Standardization (ISO), International Electrotechnical Commission (IEC), European Committee for Standardisation, and ASTM International.

Regional or national standards may also be accepted if there are no applicable international safety standards for the product. The Consumer Product Safety Office conducts post-market surveillance to identify and mitigate safety issues with these goods.
